If you do not have an ADS-B radio and you just want to use Virtual Radar Server to view your FSX aircraft's location on a Google Map from any computer on the network then that's no problem, the program will work just fine without a radio.
By default when you start the program it will complain about not being able to connect to the BaseStation database. To get rid of this message go to the Data Sources Options configuration screen and remove the entry for the Database filename field - just delete everything in that field. After you have saved the settings you will no longer be pestered with messages on startup.
